In Hamburg, the foundation was laid in early December for a 100 MW electrolyser, which will be built on the site of the former Moorburg coal-fired power plant. The electrolyzer is scheduled to begin commercial operation in the second half of 2027 and produce around 10,000 tons of green hydrogen annually. A consortium led by Luxcara and Hamburger Energiewerke is responsible for the Hamburg Green Hydrogen Hub project.

"The construction of the Green Hydrogen Hub in Moorburg is an important project for the energy transition in Hamburg. The production of green hydrogen is a technology of the future that can significantly reduce CO₂ emissions in industry and other sectors,“ explains Dr. Peter Tschentscher, First Mayor of the Free and Hanseatic City of Hamburg. "With wind energy in the north, its connection to the supraregional hydrogen network, and its innovative industrial companies, Hamburg offers the best conditions for ramping up the H2 economy.”

The Hamburg Green Hydrogen Hub is more than just an energy project, emphasizes Dr. Alexandra Bernstorff, Managing Partner at Luxcara. "It proves that green hydrogen is investable today and that a climate-friendly energy transition can be implemented quickly. When politicians, the industry, and institutional investors work together reliably, a former coal-fired power plant can be transformed into a competitive, climate-neutral industrial site for Hamburg and far beyond." This requires stable framework conditions and functioning markets so that the projects can actually be realized.

Hamburg’s Senator for Economic Affairs, Dr. Melanie Leonhard, considers the switch from fossil gas to hydrogen to be an important step in enabling industrial processes and achieving climate targets. The electrolyzer in Moorburg is therefore part of the solution for making decarbonization a reality in Hamburg. For the construction of the electrolyzer building, the subsoil of the 16,000 square meter site was first prepared by bringing in gravel. The floor slab has now been concreted and structural work has begun. After the electrolyzer building is completed in mid-2026, the stacks that form the heart of the electrolyzer will be delivered.

The electrolyzer is based on proton exchange membrane (PEM) technology. This involves using electricity to split water into its components, hydrogen and oxygen, along a membrane in a closed cell. This technology is particularly well suited for operation with renewable energy due to its flexible mode of operation. The green hydrogen will later be made available to customers via the HH-WIN hydrogen distribution network.

The Hamburg Environmental Authority has already approved the construction of the approximately 13-kilometer-long connection pipeline to the Northern cluster of the German hydrogen core network. The pipeline has a diameter of half a meter and can transport over one million cubic meters of hydrogen per hour at a pressure of up to 70 bar. In one minute, enough energy can flow through the pipeline to power 22 fuel cell trucks on the route from Hamburg to Munich, saving around 13,500 kg of CO2 compared to diesel trucks. Film productions in Germany can already rent a fuel cell-based truck. A new hydrogen filling station has been put into operation in Meckenheim in the Rhein-Sieg district, supplying fuel cell-powered busses in the Cologne area with hydrogen from renewable energy sources. It has a daily refueling capacity of 750 kilograms of hydrogen at 350 bar. The facility is also designed to supply trucks.

So far, price and infrastructure have been obstacles to the market ramp-up of green hydrogen. This could soon change with the construction of large hydrogen plants. A 320-megawatt electrolysis plant is being built in Emden, which is expected to supply green hydrogen to industrial customers from the end of 2027. The Clean Hydrogen Coastline project by energy supplier EWE is one of the largest hydrogen projects in Europe to date. Properly placed electrolyzers could convert 20 to 50 percent of the otherwise curtailed power into hydrogen, thereby relieving the burden on grids and promoting regional value creation.

In order to successfully shape the energy transition, an appropriate legal framework is required. The Environmental Energy Network Foundation sees a need for improvement in terms of the economic framework, infrastructure, planning, and approval. In the Hanseatic city of Hamburg, where a referendum has mandated that climate neutrality be achieved by 2040, the main concerns include international competitiveness, preserving jobs in the region, and ensuring business predictability in the form of a reliable regulatory framework.

Photos: © HGHH

In Northern Germany, the energy transition is being driven forward with the construction of electrolyzers designed to produce green hydrogen.
