Update of ecological standards in Germany

From November 1, 2025, the new version of the ecological standards will apply to all German cinema, TV, and online/VoD productions supported by regional or national film funds. Compliance with the ecological standards has been a fundamental requirement for applying for and receiving funding in the film sector since 2023. In addition, the standards are applied as part of a voluntary commitment by media companies, platforms, broadcasters, and other industry players. This ensures that ecological requirements are systematically integrated into the planning, implementation, and follow-up of film productions.

 

In the course of the evaluation process of the ecological standards for German cinema, TV, and online/VoD productions, the number of mandatory requirements has been increased from 22 to 25 in order to raise the level of ambition. When adapting the requirements, market availability, the current state of science and technology, and climate and environmental developments must be taken into account. A sustainability board will be set up to evaluate and further develop the requirements, with equal representation from the Green Shooting working group and regional or national film funds.

 

The ecological standards are divided into five areas of action, which are structured into general requirements, energy consumption and use, transport of persons and materials, accommodation and catering, and material consumption and use. A production must meet 25 mandatory criteria. A maximum of six deviations from these requirements are permitted.

 

One change concerns the use of generators to supply power on set. Productions are generally required to obtain their electricity from the grid. Generators may be used for on-location shoots where there is no technically suitable grid connection or where this requires more than 100 meters cable. In this case, hybrid and gas generators as well as mobile power storage systems are permitted. Diesel generators may only be used if they comply with the Stage IIIA emissions standard and are equipped with a particulate filter. Another exception is generators that run exclusively on HVO (hydrotreated vegetable oil) fuel.

 

The requirements for lighting technology have been relaxed slightly. In general, only energy-efficient light sources such as LED spotlights may be used in studio productions. Light sources based on incandescent bulbs and halogen spotlights are not permitted. A reality check has shown that these requirements can sometimes prove difficult to meet in practice. Therefore, in exceptional cases justified on artistic grounds, dedolights and other small halogen spotlights with a power rating of up to 300 watts, halogen follow spots, halogen projectors, and halogen profile spotlights may be used.

 

In order to boost the circular economy in the procurement of scenery and decoration materials, at least 20 percent of newly procured materials for equipment must consist of recycled materials or have been used before. Another new mandatory requirement relates to the resource-efficient disposal of scenery and decorations. Materials that are not reused must be separated into the appropriate fractions for recycling. According to the Federal Environment Agency, only sixty percent of commercial municipal waste in Germany is separated, of which only about fifty percent meets the technical requirements of pre-treatment and sorting facilities. To remedy these shortcomings, a new version of the Commercial Waste Regulation is set to come into force in 2026.
